Message from the Chief

The men and women of the Essex Police Department are committed to working in partnership with the community, and are dedicated to enhance the quality of life for those we serve.  We continue to work in collaboration with our residents to solve community problems, reduce the level of crime, and preserve a way of life that is second to none.  We are dedicated to protect the lives and property of those we serve, and to enforce the laws of the Commonwealth and the by-laws of the town of Essex.  We understand that we must preserve the constitutional rights of all citizens, while at the same time we must provide a safe and secure environment for those we serve.

As a department we strive to be an organization that operates in a cohesive, team oriented fashion that provides quality service and dedication to the community.  As the Chief of Police I have made the commitment to ensure that the officers under my command are educated, well trained, and act with integrity and professionalism at all times.  It is my belief that officers must be well prepared to meet the demands of contemporary policing, and the growth and expansion of department operations should be in line with the growth of the town, and advancement of technology.  Equally as important is balancing the needs of today’s police agency with fiscally sound budgetary practices.

Respectfully,

Chief Paul D. Francis
